The CalSTRS Employer Services Division is seeking a motivated individual to work as a Staff Services Manager I on the Testing & Employer Support Team.
The Employer Services (ES) Division is the primary communication interface with the plan’s participating employers. It is also the custodian of the members’ accounts from election to benefit/termination status. Over a million contribution lines are submitted monthly from participating employers and ES staff ensures the timeliness and accuracy of the contribution data.
The Testing & Employer Support Team tests for consistency and accuracy of member accounts when processes change, systems are enhanced, or business areas implement process improvements. The team acts as a liaison between Employer Services and Technology Services; uses the system development life cycle methodology; studies the impact of policy, legislative and regulatory changes to the corporate database and employer payroll systems; identifies, analyzes and recommends revisions to employer reporting file specifications, business rules, integrity checks and how those changes impact the reporting of payroll data; and performs system testing to validate the outcome of data change requests on member data.
Under the general direction of the Staff Services Manager II, the Staff Services Manager I operates as the Testing and Employer Support (TES) Manager who is responsible to supervise a team of analysts who provide analytical assistance to CalSTRS staff, employer reporting partners and other stakeholders regarding employer file submission, data change requests and complex reporting issues, regarding system development testing for Employer Services. The incumbent is responsible for identification, development and integration of technological solutions that ensure efficient operation of the Secure Employer Website and the employer reporting process. The TES Manager collaborates with CalSTRS internal stakeholders and business partners to develop and implement process improvements for employer reporting technology, including the enterprise-wide technology projects. The incumbent is highly involved in technical specifications, reporting accuracy and support; represents the division on projects with substantial reporting and legislative impact to employers. The TES Manger acts as business lead and liaison for inter-divisional projects such as Annual Update process, Additional Earnings Credit, Data Resolution Team, Enterprise Information Management, and other periodic projects.

Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
Telework Information: We offer a hybrid approach including in-office and remote work solutions with staff working on-site at our Headquarters in West Sacramento two days per week.
