The Training Specialist is responsible for providing training development and delivery for Benefit Services staff. The incumbent will develop training courses and materials, collaborate with departments to identify needs, and provide technical assistance and support to agency staff and members. This position will proactively work with the Benefit Operations team, Benefit Services Staff, and agency employees.
This position will be filled at one of two levels - Training Specialist or Senior Training Specialist. Selected applicant will be offered the position that most closely matches their education and experience.
Salary Range:
Training Specialist: $62,213-77,640 annually
Senior Training Specialist: $73,790-92,237 annually
WHAT YOU WILL DO:
Training Development and Delivery
• Coordinates training and educational programs, services, and activities for Benefit Services and agency staff.
• Oversees, plans and coordinates training and educational programs, services, and activities for Benefit Services and agency staff. (Senior)
• Creates interactive, engaging multimedia presentations and training content to maximize learning and content retention.

• Participates in solving training problems and ensuring the effective utilization of modern training methods and techniques, and promotes the use of training services.
• Tracks, analyzes and compiles data; prepares and presents reports to managers.

• Collaborates with department for services levels and reviews feedback to refine learning results.
• Collaborates with the Learning Systems Specialist to coordinate the creation, tracking and recording of Benefit Services training. (Senior)
• Designs, develops, and delivers training in a classroom, through distance learning, or in an e-learning environment on topics related to Benefit Services, employee skill-development, conflict resolution, sensitivity, interpersonal communications, and stress management.

• Formulates and develops plans, procedures, and programs to meet specific training needs.

• Analyzes new legislation, TRS business trends, employee skills gaps, and other relevant information to assess training needs of TRS staff and develops training plans to address those needs.
• Researches agency and state statutes, rules, policies, procedures, processes, and systems to develop training plans, courses, and materials.
• Conducts customized training overviews and workshops on TRS Benefit Services for internal audiences.

Performs related work as assigned
Technical Support
• Assists in researching, analyzing and evaluating current Benefit Services policies, procedures, guidelines, processes, systems, forms and documents and assists in the development and implementation of improvements and enhancements.
• Performs Benefit Counselor and support duties as needed to maintain program knowledge and skills.
• Conducts new employee training and related needs identified by the Benefit Services Quality Program.
• Develops training to meet needs identified by the Benefit Services Quality Program. (Senior)
• Provides cross-training in selected job functions to other Training Specialists as requested.
• May assist as back-up for other Training Specialists.
• May provide input as needed on the TRS Enterprise Application Modernization (TEAM) Program or other projects under the TEAM Program.
• Provides follow-up or assistance on any outstanding training issues or questions.

WHAT YOU WILL BRING
Required Education
• Bachelor’s degree from an accredited college or university.
• High school diploma or equivalent and additional experience in workforce management, Human Resources, Organizational Development, Organizational Change, Psychology, Education or similarly related field may substitute on a year-for-year basis.
Required Experience
• Three (3) years of full-time directly related, progressively responsible experience in adult training/education which includes two (2) years of full-time experience assessing training needs, developing training programs, and conducting classroom or on the job training or related experience.
• Six (6) years of full-time directly related, progressively responsible experience in adult training/education which includes three (3) years of full-time experience assessing training needs, developing training programs, and conducting classroom or on the job training, or related experience. • Experience providing individual coaching to employees and/or managers.
• Experience conducting presentations, seminars, and/or other workshops for medium to large groups of people.
• Experience may be concurrent.
• A master's degree or doctoral degree in a closely related field may be substituted on an equivalent year-for-year basis.
Preferred Qualifications
• Experience in pension benefits, a customer service-related position involving interpreting, applying and communicating complex laws, regulations and policies, or a related field.
• Two (2) years of experience in call center administration.
• Three (3) years of experience in call center administration or processing. (Senior)
• Certifications in Emotional Intelligence 2.0, Myers-Briggs Type Indicator, Strength-Deployment Inventory, Crucial Conversations or other instruments and topics related to interpersonal effectiveness.
• Bilingual in English and Spanish.
Knowledge of:
• Training procedures and techniques; education principles, practices, and techniques; learning management and learning content management systems; group processes, group dynamics, and
interpersonal relations; and instructional design and curriculum development.
• The principles and practices of adult learning.
• The principles, tools, and techniques of project management.
• Call center administration principles, practices and performance metrics.
• Processing administration principles, practices and performance metrics. (Senior)
• Best practices in change management, change management methodologies, strategies and resistance management.
Skills in:
• Providing direction, guidance, counseling, advice, and recommendations to managers and senior leadership.
• Using a personal computer and various software programs to include Word, Excel, PowerPoint, and Outlook.
• Conducting classroom training and evaluating performance. (Senior)
• Effectively communicating, both orally and written, with the ability to communicate and influence at all levels.
• Critical thinking to identify problems, evaluate alternatives, and recommend effective solutions.
• Designing and facilitating training programs and workshops.
Ability to:
• Effectively evaluate training needs, formulate and develop learning objectives and evaluate the effectiveness of training.
• Work with diverse groups of employees and ensure employee engagement.
• Plan, organize, and manage multiple projects and tasks simultaneously in a fast-paced environment.
• Establish and maintain harmonious working relationships with co workers, agency staff and management, other organizations, and other external contacts.
