The CalSTRS Office of the General Counsel is seeking a motivated individual to work as a Staff Services Manager II on the Operations team.
Under the direction of the Teachers' Retirement Board and the administrative direction of the Chief Executive Officer, the Office of the General Counsel provides advice on legal issues as they affect the overall programs and policies of California State Teachers Retirement System (CalSTRS), manages CalSTRS legal program, and represents the System in litigation, appeals, and other legal matters.
The Office of the General Counsel is comprised of multiple highly visible and complex business areas: Office of Legal Ethics & Accountability (OLEA), Enterprise Information Management & Legal Operations, Information Security Office, Legal Services, Investment Counsel, and Litigation Services.
The Enterprise Information Management & Operations unit is responsible for implementing an information governance framework enterprise-wide. Record retention management throughout its lifecycle, developing an information governance structure, including the creation of policies around information governance structure policy development supporting compliance programs and enforcing internal controls; enabling information access, and making it easier for members, stakeholders and staff to receive the correct information in a timely manner.
The Operations team is responsible providing legal support for the Office of the General Counsel on appeals filed with the Office of Administrative Hearing, other Litigation matters and general legal support. Staff may perform legal research and analysis; filing documents with the court or administrative form; assisting with hearing preparation; and participating in special projects. Additionally, staff may participate in organizational wide reporting such as Risk, Compliance, and Operations and Customer Service Roundtables. The Operations team also has responsibility and oversight of branch policy, strategic plan reporting, development of Board materials, budget and contract management, general procurement functions, invoice processing, and administrative functions.
Under the general direction of the Enterprise Information Management and Operations Director, the Staff Services Manager II (SSM II) is responsible for managing and directing the day-to-day activities of the Operations section. The SSM II supervises technical and analytical staff as well as directs and assists a subordinate supervisor with the administration of legal services.

- Demonstrated experience or ability to handle multiple assignments and work effectively under pressure
- Strong organizational skills, ability to set priorities, effectively manage multiple projects, and meet deadlines within challenging and strict time constraints
- Ability to communicate effectively, both orally and in writing, with all levels of staff and management
- Ability to establish and maintain cooperative relations with those contacted in the workplace
- Ability to monitor performance against expectations and hold management and staff accountable for accurate and timely work products
- Highly motivated self-starter with a strong work ethic and a high degree of integrity
Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
