Job Description
JOB PURPOSE
The lead technical program manager is the senior delivery lead for Research Technology. They will coordinate the delivery across multiple agile development teams utilizing a combination of agile and SAFe methodologies. This technical program manager will ensure that all initiatives are delivered with the right levels of technology scale, business requirements and fall within agreed program timelines. They will work across public and client facing websites, data engineering and our investment data platform, search platforms, data warehouses and reporting tools.
Duties & Responsibilities
- Accountable for the delivery of all Research technology roadmaps, ensuring proper Agile/SAFe frameworks and processes are implemented to support the organization. This role will drive new feature development through every stage of the agile software development lifecycle. Coordination of program level build schedules, data and feature validation, environment downtime, defect resolution ownership and milestones to meet timelines.
- Define objectives with measurable results through data driven insights to ensure our customers, partners and internal teams are successful. Lead trade-offs between cost, schedule, and customer benefit; and provide technical direction and guidance.
- Serves as a go-to expert within digital platforms and investment data platforms: how systems work, interlocks, dependencies, solution architecture. They will step in and solution with teams when there are technical challenges to ensure delivery is met.
- Coaches the entire program team in empowerment / self-organization and acts as a servant leader for the individual dev teams. Defines agile best practices and creates delivery frameworks to measure overall team success.
- Proactively manages across stakeholder groups to establish interdependencies, identify risks and resource constraints, and eliminate roadblocks in a timely fashion. Is accountable for resolving all roadblocks that would otherwise delay timelines.
- Create reports and analysis based on business goals and forecasts to understand progress, gaps, risks and mitigation plans for objectives and key results. This will include but not limited to SAFe release train reports, program backlogs and epic burn ups. This role will also maintain and publish all operational reporting for applications and business health.
- Take stakeholder feedback to map out key business processes. Translate that feedback to high level software requirements, build executable roadmaps and form technology initiative recommendations.
- Will coach teams in the SCRUM process, how to run ceremonies (planning, retros, backlog refinement). They will guide teams in how to create burndowns and manage team velocity. This resource will train members in the team to step into the Scrummaster role and serve as an agile coach to the org.
Qualifications
- 15+ total years of experience in product engineering delivery orgs
- Undergraduate degree in Computer Science or Engineering
- 5+ years of experience in a Technical Program, Technical Product, Delivery Manager or Solution Architecture role
- Has previously led programs across 20+ software engineers working on digital and data platforms
- Must have prior experience leading teams delivering interactive, data intensive websites
- Expert in Agile/SCRUM development methodologies with 10+ years of experience in agile software development
- 3+ years of experience in an organization leveraging SAFe methodologies
- Excellent verbal and written communication skills. Capable of communicating complex concepts to various audiences to help them understand the benefits of technologies and recommended courses of action.
Preferred
- Certified Scrummaster (CSM) or PMP-ACI
- Experience and interest in data, relational data modeling, SQL and the general applicability of different types of NoSQL data stores
- Release Train Engineer experience in SAFe
- Agile coaching experience or certified is also preferred
- 3+ years as a software engineer
- MBA or advanced degree
- PMP or similar Program or Project Management certificate
- Experience with MS Office Suite (high proficiency with MS Excel and PowerPoint), MS Project, Confluence, Jira, SharePoint
SCOPE & DIRECT REPORTS
No direct supervision or direct reports. Will act as a lead for 30+ team members.
