General Summary:
Under the direction of the director, Human Resource Services, manage the State Teachers Retirement System of Ohio (STRS Ohio) full cycle recruiting process for assigned areas to attract, evaluate and hire qualified candidates throughout the organization. Identify top talent, build strategic pipelines and leverage modern recruiting tools and platforms to drive hiring success.
Summary of Responsibilities:
Manage the end-of-end recruitment process from sourcing through offer negotiation and acceptance, ensuring seamless and high-quality candidate experience.
Develop and execute comprehensive sourcing strategies to identify, attract and engage passive and active candidates for roles across all business lines and support functions.
Utilize innovative outreach techniques, including direct headhunting, networking, referrals and digital sourcing tools.
Build and maintain high-quality pipelines of department specific talent for current and future hiring needs, including recurring roles.
Partner with hiring managers and senior leadership to understand business needs, define role requirements, and align talent acquisition strategies with organizational goals.
Leverage the applicant tracking system (ATS), LinkedIn Recruiter and other capabilities to enhance sourcing and screening efforts.
Develop and report on key talent acquisition metrics (time to fille, cost per hire, etc.).
Drive employer branding and recognition initiatives to enhance the STRS Ohio’s visibility and reputation in the talent market.
In partnership with HRS leadership, implement workforce planning strategies aligned to future department business goals.
Identify improvement areas to streamline processes, reduce operational costs and enhance overall efficiency.

Summary of Requirements:
Bachelor's degree in human resources, business or relevant field required.
Three to five years’ talent acquisition and recruiting experience required.
Preservation of confidential information, required.
Human Resource Certification Institute (HRCI) or Society of Human Resource Management (SHRM) designation, desired.
Knowledge of and experience using ATS, HCM and other information technology systems used within the scope of HR practice, required.
Proven success in conducting behavioral and structured interviews using various methods (virtual, or in-person).
Direct experience with sourcing tools such as LinkedIn Recruiter, Boolean search, ATS platforms, and AI recruiting tools.
Familiarity with employment laws, regulations and best practices applicable to hiring and recruitment.
Superior oral and written communication skills required.
Excellent interpersonal and customer service skills, unflappable with the ability to deal effectively and courteously with internal and external contacts required.
Superior organizational skills and a high degree of accuracy and attention to detail required.
Skilled in Microsoft Office programs and standard office equipment.
Ability to manage multiple searches simultaneously and adapt quickly to shifting priorities.
Conduct research, analyze trends and make recommendations to management.
Work independently and in a team environment while meeting deadlines with minimal direct supervision required.
