The SVP, AML Governance & Program Management role plays a critical leadership role in overseeing the AML programs across applicable business units and international subsidiaries of Raymond James Financial. This role ensures compliance with AML regulatory requirements and enterprise policy standards by overseeing AML officers across domestic and international business units. Additionally, the role leads enterprise governance efforts, driving risk assessments, policy management, training programs, and regulatory change initiatives.
Essential Duties And Responsibilities
- Provide strategic oversight and leadership for AML officers across domestic and international business units, ensuring effective implementation of AML policies and procedures.
- Partner with AML Officers of international subsidiaries to ensure regulatory compliance with local and global AML laws and enterprise policies and standards, providing guidance and oversight to align practices with evolving regulations and industry standards.
- Oversee the Enterprise AML governance function and collaborate with cross-functional teams, including legal, compliance, and risk management, to enhance and align AML governance strategies with business objectives.
- Develop and maintain a comprehensive AML risk management framework, identifying emerging risks and implementing mitigation strategies.
- Lead the enterprise AML risk assessment process, identify vulnerabilities and oversee the implementation of controls to fortify compliance and mitigate financial crime risk.
- Manage enterprise-wide AML policies and standards, ensuring alignment with regulatory expectations and ensure that business unit AML policies and standards are in alignment.
- Lead the development and implementation of enterprise AML training programs to equip associates with the knowledge and skills to ensure compliance, mitigate risk, and reinforce a strong financial crime prevention culture.
- Oversee the AML issues management process, emerging risk frameworks, and regulatory change programs to ensure proactive identification, mitigation, and adaptation to an evolving regulatory landscape and financial crime threats.
- Act as a liaison with regulatory bodies, auditors, and law enforcement agencies regarding AML compliance matters.
- Perform other duties and responsibilities as assigned to support AML compliance and enterprise governance initiatives.
Knowledge, Skills, And Abilities
Advanced Knowledge of:
- Global AML regulations and guidance, including FATF, USA PATRIOT Act, Bank Secrecy Act, OFAC, and relevant international AML laws (namely, Canada’s Proceeds of Crime and Terrorist Financing Act and the following English regulations: The Proceeds of Crime Act 2002; Money Laundering, Terrorist Financing and Transfer of Funds Regulations 2017, Terrorism Act 2000; and Sanctions and Anti-Money Laundering Act of 2018).
- AML compliance best practices, including risk assessment methodologies and investigative techniques.
- Financial crime typologies, including money laundering, terrorist financing, and sanctions violations.
Advanced Skills In
- Managing direct and indirect reports with the ability to effectively coordinate with AML officers across multiple business units.
- Regulatory interpretation and implementation within international subsidiaries.
- Developing and executing AML policies, standards, and risk assessments.
- Investigative techniques and enforcement coordination with regulatory agencies.
- Effective communication with executive leadership, regulators, and key stakeholders across multiple jurisdictions.

- Oversee complex AML programs in a dynamic and highly regulated financial environment.
- Collaborate across departments and business units to drive AML initiatives and compliance goals.
- Navigate regulatory complexities across different jurisdictions and ensure consistency in AML practices.
- Lead and mentor AML teams while fostering a culture of compliance and ethical conduct.
- Proactively identify emerging AML risks and implement effective mitigation strategies.
Qualifications
- Extensive experience in AML compliance, financial crimes risk management, or related regulatory roles.
- Proven leadership in managing business unit AML officers across multiple jurisdictions (or similar experience).
- Strong expertise in enterprise risk assessment, policy development, and regulatory frameworks.
- Exceptional communication skills, with the ability to drive governance initiatives on a global scale.
