The SC Public Employee Benefit Authority (PEBA) is the administrator and co-trustee of retirement and insurance programs for over half a million active and retired public employees of the State of South Carolina and their dependents.
Under general supervision this position is responsible for ensuring all daily postal duties are completed in an accurate and timely manner, which includes sorting, opening and distributing mail into the appropriate departmental mail bins of PEBA. Additionally, this position is responsible for operating the Pitney Bowes mail inserter, processing outgoing mail, and coordinating on-site secure paper destruction and recycling.
Job duties include:
- Receiving, sorting and disseminating incoming mail within one hour of receipt. Processing outgoing mail before close of business each day for pickup by contracted mail service. Assisting departments with batch mail jobs. Entering all certified mail into system, providing signature for and distributing mail/packages to the correct recipient. Operating the Pitney Bowes mail equipment including the mail inserter with proficiency. Processing all PEBA generated mail pieces that are to be mailed each day. Maintaining daily log with the number of pieces of outgoing mail.
Maintaining knowledge of federal, state and agency policies, rules and regulations related to postal operations to ensure compliance, which includes processes related to certified mail, priority and overnight mail, and parcel post. Staying abreast of federal postal updates and mandates in an effort to obtain the best possible postage rate for the agency.
Closely monitoring monetary balances in postage accounts and requesting deposits to metered accounts in sufficient time to ensure PEBA's outgoing mail can be timely and accurately processed for delivery. Maintaining accurate and current records and reports for all postal operations. Interacting with all departments to ensure postal needs are fulfilled in an appropriate manner.
Coordinating on-site secure paper destruction and recycling. Responsible for disposal of original paper records that are otherwise stored digitally. Working with management and Department of Archives to comply with appropriate storage and destruction.
Maintaining user manuals with clearly documented procedures for all postal center operations. Effectively training other employees in postal operational procedures, as deemed necessary.
Performing courier duties when primary courier is away or needs assistance, and also performing other duties as requested by supervisor.
A high school diploma and work experience in postal, courier or delivery operations. A valid South Carolina driver's license is required.
Knowledge of regulations, policies, and procedures governing the operation of an inter-agency postal system. Knowledge of various types of mail and the proper handling of each type. Knowledge of the U.S. Postal Service regulations, policies and practices. Skill in the operation of a motor vehicle. Ability to train others on all postal center activities. Ability to deal courteously and effectively with coworkers and customers.
