Reporting to the US Chief Data & Analytics Officer, this role helps enable superior data governance and management practices across the Bank. The Director works within enterprise frameworks, processes, practices, tools, and provides execution assistance for all CDAOs and Operating Groups (OG) or Corporate Areas (CA). The role drives maturity of data governance and data management based on industry best practices, emerging trends and regulatory expectations.
This role promotes the use of information or data as a value-adding asset to make better, timelier decisions, improve efficiency and drive revenue generation. It works with and coordinates across senior leaders within the corporate services and operating groups (CDAOs/COOs) to support data management and governance initiatives, assist with resolving enterprise-level challenges and promote data and analytics best practices. As a senior leader within BMO’s US Data Governance team, it supports the US CDAO office in regulatory interactions, proactively managing regulatory relationships and providing support to responses to examinations, reviews and questions.

Data Governance
- Proactively monitors industry best practices, emerging trends and industry thought leadership to ensure the Bank’s data governance program remains compliant, current, relevant and practical.
- Provides thought leadership and subject matter expertise on data governance principles, concepts, practices and requirements – delivers strategic advice, expertise and recommendations to the US CDAO. Brings a diverse perspective across verticals and horizontals, including developing advisory guidance to support implementation of Governance best practices and compliance with policy Directives.
- Acts as the “voice of the practitioner” in the development of governance program direction with partners across the Bank.
- Drives enterprise-wide adoption and adherence to data & analytics governance policy and process to ensure compliance with internal (and regulatory) expectations
- Identifies areas of opportunity to improve governance program and standardization of processes, advocates for needs specific to BMO’s US operations
- Provide guidance to Data Governance Lead(s), Chief Data & Analytics Officers, Group / Function Data Management offices and stakeholders on the interpretation of data strategies and of data governance operating model with the objective to maintain transparency, consistency and alignment for implementation of the data strategy and data governance policies
- Builds and nurtures strong relationships across the data management offices and with senior leaders to extend strong data practices and identify areas of opportunity and/or collaboration
- Co-leads 1st line Enterprise (and U.S.) Data Governance forums and committees to align Operating Group / Corporate data & analytics governance teams, discuss, prioritize and drive resolution of D&A issues and support deployment of mature and effective D&A practices
- Contributes to the sustainment of the U.S. Governance Model within Data & Analytics, including information flow and escalation through the appropriate U.S. governance channels
- Supports regulatory interactions (examinations, reviews, requests for information, benchmarking) and coordination across the Bank to ensure appropriate transparency is provided on BMO’s 1st line data governance program
Change Management & Implementation
- Drives establishment of education (including training requirements) on guidance and support for data ownership, stewardship and custodial accountabilities within Operating Groups / Corporate Areas
- Investigates, recommends and implements changes for continuous improvement of processes and procedures.

Data Strategy and Culture
- Contributes to US/Enterprise Data Strategy to maximize the value of data assets, aligned to BMO’s Digital First strategy and objectives while supporting Groups/Services to ensure data is trusted, timely and accurate
- Drives stewardship for data as a strategic business asset, revenue driver while managing risk

Qualifications, Experience & Skills:
- Possesses a university degree in Computer Science, Mathematics, Statistics, Business Management or related field or equivalent work experience
- 10+ years of experience in a data governance function, and experience driving standards through organizations without direct line ownership
- Prior experience in a data practitioner, data operations or business management role preferred
- Proficiency in the following technical skills: Information & data strategy; Data management; Data quality; Master data management; Data integrity; Data privacy; Data security & privacy control; Data governance; Data architecture; Metadata management; Cloud computing
- Superior communicator with the ability to communicate complex data issues in a way that easy to understand at all levels
- Solid knowledge of regulatory standards and industry best practices as it relates to data governance (FFIEC, DCAM, DMBOK, GDPR, etc)
- Regulatory experience with OCC, FDIC, SEC, Federal Reserve
- Experience in regulatory interactions, having worked directly with Bank regulators to interpret, plan, communicate and deliver against the impacts of new regulations on processes and platforms.
- Knowledge of the Financial Services ecosystem, including retail banking, lending, capital markets, wealth management and payments.
- Understands the internal and external drivers for changes to Data Governance Policies and Frameworks; can formulate options and build a persuasive case for change to gain stakeholder support
- Strong business strategy and execution experience, able to bring data, analytics and AI capabilities forward to support various revenue, operational and/or efficiency strategies
- Sound business and technical acumen
- Ability to influence the enterprise to adopt more data-driven/information centric/analytical culture and behaviors

$140,800.00 - $261,800.00

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.
