Job Description
Your Team
The Construction Manager, Land is responsible for directing all land development activities at project sites in accordance with pre-established schedules, budgets, plans specifications and procedures. Reporting directly to the VP of Operations, this role manages the planning, design approvals, permitting, and construction of land development projects, ensuring timely and cost-effective delivery.
Your Key Deliverables
Oversee all aspects of contracted work by visiting all construction sites and meeting with contractors/consultants to review ongoing performance.
Provide updates to the Project Manager/VP of Operations /JV Partners on a weekly basis, or as needed, with daily log information and detailing any variances related to budgets, timelines and other critical business plan objectives.
Manages the construction contract process including preparation of the bid documents and contract approval process, invoices/pay applications, and other necessary documentation. Participate in project planning sessions to become familiar with specific project requirements and other issues related to project’s schedules (i.e., MS Project) and budgets.
Coordinate periodic meetings with contractors including pre-construction conferences, regular project schedule reviews, and other project requirements.
Ensure that all testing as specified is properly conducted and that testing results are properly recorded.
Manages the approval of all invoices for material and subcontractor payment requisitions before they are submitted for payment and including preparation of all change orders and back charge paperwork to subcontractors.
Ensures that all charges for change orders are reasonable and that work is properly executed.
Verify all field directives have been properly authorized by Project Manager/VP of Operations before commencing changes in scope or original design or contract document.
Provide on-site supervision needed to: a) Clarify drawing dimensions and discrepancies; b) Coordinate interfacing of various trades to prevent obstruction or phasing problem; c) Provide quality standards and reject improper installation; d) Alert proper authorities to potential design problems or unforeseen site interferences.
Oversee all aspects of the repair & maintenance requirements throughout the project(s) including budget tracking, contractor scheduling and ensuring all work is completed in a timely/quality manner and within budget.
Assist Project Manager/VP of Operations with processing maps, improvement plans, development permits and performance bonds through public agencies and/or municipalities.
Maintain accurate records/daily log on each job identifying all conditions such as weather, job changes, material, soil and rock, surface water and any other items that influence the work schedule, completion date, or costs.
Manage and maintain accurate as-builts of all changes in work and critical locations.
Ensure timely job close out and warranty/punch list completion including coordination with municipalities for approval letter(s) and final close out.
Manage NPDES monitoring consultant, related State and Federal reporting responsibilities as well as oversight of all project erosion control devices.
Lead coordination efforts with all dry utility companies (e.g., power, phone, gas, & cable) and overseeing installation in the field noting any issues.
Assist the development team and HOA property manager with various requirements related to the developer’s “Declarant” role.
These responsibilities will include, but are not limited to: pre-construction lot walks, post-construction compliance forms, and select vendor management.
Coordinate pertinent project logistics with homebuilder personnel and provide appropriate insight to development team regarding homebuilder activities.
May conduct weekly review of homebuilder activities and provide notice to their staff, Development Manager and Project Manager/VP of Operations of any deficiencies related to quality of work, erosion control measures or damage to infrastructure.
Document any contractor on the project site not performing according to procedures, policies or schedules after review and with consent of the Project Manager.
Coordinate with the Project Manager/VP of Operations to suspend any subcontractor not performing according to predetermined schedules or plans and specifications.
Ensure that the company safety, compliance programs and quality standards are fully enforced and maintained on the project.
Ensure that all materials invoiced by subcontractors meet project specifications and are properly stored.
Coordinate all warranty work with the municipality and contractors for final closeout of the job.
Coordinate approvals, compliance and release of monitoring requirements through federal, state and local governments; serve as liaison for the project(s).
Maintain cooperative relationships with governments to minimize the review process. Represent Owner’s interest regarding regulatory, community and industry matters.
Be knowledgeable of and monitor federal, state, and local regulatory issues relevant to land development with emphasis on environmental and wetlands considerations.
Strictly monitor development spending and budget to ensure expenditure targets are not exceeded. Report to V of Opertaions when anticipated expenditures might cause variances to budget. Strategize solutions to mitigate such issues.
Assist Marketing to ensure site specific preparations are coordinated and executed to necessary to execute in a safe and effective manner.
Must Haves
Bachelor’s degree in construction management, civil engineering or related study.
Minimum of 5 years of experience in development of civil / land development construction projects.
Experience with contract negotiation and/or bidding process, managing site contractors or subcontractors, inspections, and scheduling.
Proficient with Microsoft Office applications, including MS Project.
Strong ‘hands-on’ manager with good decision making and problem-solving skills; and,
Excellent communication and team building skills.
Flexible and adaptable to rapid change.
Strong organizational skills and ability to meet deadlines
Comfortable with fast paced environment
Valid driver’s license is required.
