Job Duties
The Employer Relationship Manager (ERM) serves as a liaison between VRS and participating employers. The incumbent is responsible for outreach to and relationship building with the employer community, and resolving escalations received externally from employers, and internally from other VRS units, such as: employer compliance, policy, technical, and education issues. The ERM serves as an advocate within the agency for employer concerns and perspectives, communicating employer complaints and issues to various teams at VRS. The ERM frequently leads ad hoc interdepartmental project teams to resolve concerns.
Essential Duties and Responsibilities include the following:
Communication and Outreach
• Serve as a liaison between VRS and our public employer community. Responsible for communicating agency programs, policies, statutory changes, system updates and benefit best practices to employers, while maintaining productive relationships
• Gather employer feedback and stakeholder perspectives to share with agency staff and help guide internal projects
• Develop and facilitate group presentations and roundtables; hold site visits with employers; and answer employer questions verbally and in writing
Research and Problem Solving
• Research and lead resolution strategies for complex policy and technical issues resulting from employer inquiries, compliance violations, reporting failures, and system malfunctions; identify system and member reporting issues that need to be referred to other units
• Lead temporary project teams, as assigned; serves as a non-technical project manager assembling cross-functional teams to address and resolve complex policy compliance issues
• Onboard new VRS participating employers, and address operational concerns
Advocacy
• Serve as a subject matter expert and employer advocate for your designated community of employers
• Monitor the employer community and help employers identify changes in their operations to improve retirement benefit services to their members
• Advise and assist employers to maintain employee information in VRS computer systems
Employer Focus: Political Subdivisions
• This position provides support for political subdivision (Counties, Cities, Towns, Authorities, etc.) that participate in VRS
• Other duties as assigned
Minimum Qualifications
- Master’s degree in public administration, public policy, or related field, required; an equivalent combination of education and experience may also be considered
- Three years of experience in public relations or benefits administration, human resources, finance, or payroll
- Thorough knowledge of employee benefits and pension administration
- Considerable experience with customer service delivery
- Previous experience interpreting and applying administrative, legal and regulatory guidelines
- Ability to resolve complex legal, policy, and system issues, and analyze data
- Previous experience of public speaking and presentation development
- A current and valid driver’s license, in good standing
- Proficiency with all MS Office applications
Additional Considerations
- Familiarity with office telephony systems, video-conferencing, webinars, and computer-assisted/distance training techniques, preferred
- Familiarity with webinar software such as Teams, or GoToWebinar, or Power BI, etc.

Currently, this position has a hybrid work schedule - requiring work in the office two days per week, and work remotely three days per week. The selected candidate must be able to work in the office any day of the week as required by the manager.
