The CalSTRS Employer Services Division is seeking a motivated individual to work as a Pension Program Manager III as the Assistant Director.
The Employer Services (ES) Division is the primary communication interface with the plan’s participating employers. It is also the custodian of the members’ accounts from election to benefit/termination status. Over a million contribution lines are submitted monthly from participating employers and ES staff ensures the timeliness and accuracy of the contribution data.
Under the general direction of the ES Director (CEA C), the Pension Program Manager III (Assistant Director) directs and oversees operational staff through subordinate Pension Program Manager II’s (PPM II) and directly manages subordinate supervisors responsible for serving and educating CalSTRS employer partners. Provides guidance to CalSTRS and employer staff regarding program development, legislation, internal controls, audit responses, policies and complex procedures. Coordinates with the CalSTRS Legal Office, Audits Division, Information Technology Services, Accounting, Benefits & Services Branch and the County and District Offices of Education to ensure that the members and their beneficiaries receive accurate benefits.
The Assistant Director is involved in policy revisions and recommendations, which have statewide impact, as well as modifications to the statewide employer reporting structure. In addition, the position is required to review legislation, system changes and internal controls that may result in actions that significantly impact more than 800,000+ members and benefit recipients, and over 1,600 statewide employers that submit over 12 million lines of annual data.
The ideal candidate will possess the following skills:
- Knowledge of CalSTRS business processes, technical environment, and Pension Solution or other similarly scoped projects
- Strong leadership skills with an understanding and demonstrated experience in personnel management issues
- Ability to apply strong interpersonal skills to communicate effectively, both orally and in writing, with all levels of staff and management and stakeholders
- Commitment to mentoring and staff development
- Experience with and/or the ability to interpret and apply laws, rules, and policies
- Strong commitment to delivering quality service and providing options to CalSTRS Employer partners with diplomacy
Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
