Summary
The analyst is responsible for performing and leading a wide range of program management duties, including coordinating and communicating with stakeholders, conducting analyses, and developing, implementing, and sustaining operation of programs for division management and employees on various strategic focus areas and functions and/or other areas as assigned.
Position Requirements
Working with the Monetary Affairs (MA) division technology leadership team, the Project Management Analyst (PMA) position ensures the value of IT and data is communicated and realized across the division. The position provides for efficient, effective, and secure operations and timely delivery of solutions. The position supports achievement of the MA mission through enabling technologies by identifying, developing, implementing, and evaluating efficient and effective business practices. The PMA assists in establishing, documenting, and promoting Agile project management standards, practices, and methods, and does so through tools, templates, training, and project management coaching for teams within MA's operations and technology sections.
The PMA serves as an advisor/consultant to MA leadership on both internal and external technology policy and procedures to ensure compliance. They are responsible for providing relevant insights to help division leadership make the right decisions, address key challenges, and identify the impacts of new IT and data programs, policies, executive orders, mandates, etc. The PMA coordinates with key stakeholders to ensure that IT portfolio management within MA aligns with Board-wide initiatives. The PMA provides division-wide support for all IT and data-related communications consistent with the vision, mission, and strategic direction of MA strategic initiatives and Board-wide modernization efforts.
Position Requirements:
- FR-27 grade requires a bachelor's degree in business, economics, finance, information technology or a related field and a minimum of six (6) years of related experience or four (4) years of experience with a master's degree.
- Demonstrated experience supporting the management of an IT portfolio of projects, systems, or data assets.
- Proven track record of managing complex projects, products, or programs, delivering outcomes on time and on budget, as well as experience working with Agile product development teams and diverse sets of business stakeholders.
- Experience with IT project management principles, including software development lifecycles (SDLC) and Agile methodologies (e.g. Scrum, Kanban).
- Professional knowledge of IT portfolio management frameworks, such as Technology Business Management (TBM) or Capital Planning and Investment Control (CPIC).
- Experience developing and carrying out organizational change management (OCM) programs and strategic communications plans for technology projects or programs.
- Excellent written and oral communication skills with the ability to collaborate with stakeholders at all levels, including executive leadership.
Preferred Skills And Experience Include: - Strong understanding of IT governance frameworks (e.g. COBIT, ITIL).
- Demonstrated experience implementing or administering IT governance within a federal agency or similarly situated environment.
- Prior experience with project and portfolio management tools and software.
- Highly valued certifications:
- Project Management Professional (PMP)
- Scrum Alliance Certified ScrumMaster or Product Owner
- Scaled Agile Framework (SAFe) Certifications for implementing SAFe, leading SAFe, Agile product management, and Lean portfolio management.
- Organizational change management certifications, such as Prosci ADKAR Certified Change Practitioner
- Technology Business Management (TBM) Executive Foundation Certification
- Familiarity with cloud computing technologies and tooling, AR/generative AI technologies/models, and DevOps approaches.
- Experience managing federal IT acquisitions from solicitation through contract management.
This position is located in Washington, D.C. and will require on-site presence of at least four (4) days per month and as business needs require. Relocation assistance is available.
