Job Summary
The Employer Services Manager oversees the daily operations and assists the Employer Services Deputy Director with planning, scheduling, directing workflow and reviewing the work of the Employer Services Auditors. This position provides guidance, manage, and coordinates the activities of the Employer Services Auditors in accordance with statutory requirements, System policy and practice. The incumbent will monitor staff activities as well as provide input and assist the Employer Services Manager with employee performance reviews. This position provides technical support to the Employer Services Manager and Employer Services Project Manager while promoting and advancing the goals and objectives of System.
Strong communication and analytical skills are required to assist Employer Services Auditors with issues and to communicate effectively with Employers and other TRS staff. The incumbent must be able to review detailed work, including written and numerical data, and evaluate, analyze, and interpret accounting and auditing records. Coaching employees, addressing inquiries, and giving constructive feedback is a key role in developing Employer Services Auditors. This position is responsible for preparing performance appraisals, effectively recommending and imposing disciplinary action, and handling employee issues. This position requires extensive collaboration, sound decision-making skills, the ability to properly structure activities in a manner that allows for the timely completion of assignments, tasks, and goals.
Essential Functions
- Maintain an understanding of statutory requirements, board rules, policies and procedures that determine creditable earnings and service credit.
- Manage the work product of the Employer Services Auditors.
- Prepare employee performance reviews and hold staff accountable per TRS polices. Leverage the disciplinary process when needed.
- Assists with various training of new auditors while incorporating them into the Employer Services reporting and auditing processes. This includes numerous one-to-one sessions which involve extensive personal assistance.
- Assist with developing and maintaining departmental audit policies and procedures in accordance with statutory provisions and administrative rules.
- Assist with coordinating and scheduling auditors for required field audits, including review and approval.
- Assists in scheduling and coordinating the Employer Services Auditors through the Year End audit process, including direction of staff and review of reports.
- Responsible for the preparation of status reports regarding Employer Services Auditors activity.
- Review existing department correspondence and develop new correspondence when necessary.
Essential Functions Continued
- Participate in special projects and testing.
- This position will also be responsible for assisting the auditor team, during peak seasons, and as such will:
- Respond to employer inquiries, via verbal as well as written communications, regarding various TRS systems
- Resolve problems of incorrect reporting with employers, via verbal as well as written communications
- Process Employers Report of Adjustments to Earnings
- Audit sick leave and Supplementary Reports
- Conduct audits of Annual Reports, which include the review of the retirement contributions and error resolution
- Assist with field audits, in accordance with the audit program, including summarization of findings, recommendations for improving TRS reporting and preparing the audit letter
- Perform in-house audits of members’ salary and service credit information
- Assist other departments in answering inquiries and resolving employer related issues, via verbal as well as written communications
- Review the research and calculations of other staff.
- Research and resolve complex problems of incorrect reporting with individual reporting employers, then determine appropriate follow-up.
- Review of supplementary reports, sick leave reports, annual reports, and multiple employer research; review of member contracts and settlement agreements; and the review of adjustments to earnings as requested from employers.
- Effective prioritization and task organization for the team to meet established guidelines.
- Perform other duties as assigned.

Minimum Requirements
- Bachelor’s degree in accounting, finance, math, statistics, or business administration.
- Three (3) to four (4) years of progressively responsible administrative experience in the public or private business sector, OR nine (9) years of experience in lieu of a degree.
- Prefer achieved progression to TRS Employer Services Compliance Auditor III status.
- Extensive knowledge and experience working in a public pension system.
- Considerable skill in collecting and analyzing complex data, evaluating information and systems and drawing logical conclusions.
- Ability to develop and maintain effective working relationships with various stakeholders, government agencies and educational institutions.
- Requires effective, professional communication, both verbally and in writing.
