Job Summary
Under the supervision of the Director of Finance, the Employer Services Training & Outreach Manager will be responsible for developing, delivering, and evaluating training programs for both internal employees and external TRS employers/school districts. In addition to training responsibilities, this role includes managing the training department, overseeing a team of trainers, leading outreach initiatives, and ensuring alignment of training initiatives with organizational goals. The position will reach employers/school districts through various communication channels including field presentations, online webinars and large group presentations. The incumbent supervises, provides guidance and oversight to the following Employer Services staff: Training and Outreach employees.
The position requires strong organizational skills, effective planning, and the ability to clearly articulate TRS’s mission and statutory requirements related to employer reporting. Strong communication and analytical skills are required to assist staff with issues and to communicate effectively with employers and other TRS staff. The incumbent must possess a comprehensive understanding of the Pension Code, Administrative Rules, the Employer Guide and TRS rules and procedures. Coaching employees, addressing inquiries, and giving constructive feedback is a key role in developing Employer Service employees.
Essential Functions:
- Coaches, trains, develops, and provides guidance to new TRS employers (bookkeepers) as well as TRS employees (employer services auditors) on reporting issues and guidelines.
- Design, create, and maintain comprehensive training materials and curricula for both internal staff and external TRS employers. This would include presentations, manuals, e-learning modules, and interactive workshops.
- Ensure materials are updated regularly to reflect current practices and industry standards. Customize training solutions based on audience needs, learning styles, and industry standards.
- Works closely with the bookkeepers and TRS staff on pension administration system functionality, creating and maintaining operational guidelines, standard operational procedures.
- Partners and collaborates with the Employer Services managers and supervisors with onboarding new employees.
- Collaborate with relevant stakeholders, including HR, management, Supplemental Savings Plan team and other departments, to ensure training programs are aligned with organizational goals and effectively address training needs.
- Maintains training records of programs and attendees. Provides reports to supervisors and management on request.
- Stays current on training and development trends as well as best practices. Researches, analyzes and develops new training curriculum strategies and content as needed.
- Collaborate with subject matter experts to ensure accuracy and relevance of training content.
- Actively seeks opportunities for presentations by developing and leveraging relationships with school districts and other stakeholders to expand educational outreach.
- Conduct and facilitate engaging training sessions for both internal and external audiences, utilizing various methods such as classroom instruction, virtual sessions, and hands-on exercises.
- Lead and manage the training team, including hiring, training, and evaluating performance of trainers.
- Develop and implement departmental goals, strategies, and performance metrics.
Essential Functions Continued
- Coordinate with department managers to ensure training needs are identified and addressed effectively.
- Assess training needs through surveys, interviews, and performance metrics to tailor programs to specific requirements.
- Evaluate and improve training effectiveness by collecting feedback, analyzing performance metrics, and preparing reports on outcomes and recommendations.
- Stay updated on industry trends, best practices, and emerging technologies to enhance training methodologies.
- Implement innovative training techniques and tools to keep sessions engaging and effective.
- Provide support and guidance to managers and team leaders in implementing training initiatives. Attend internal meetings to communicate employers’ issue and concerns to TRS staff and management.
- Serve as a resource for employees and TRS employers, addressing any questions or concerns related to training.
- Maintain a basic knowledge of the legislative process and on-going legislative activities and an awareness of programs and activities of state and federal agencies that have a connection with or potential impact on the System.
- Support the development of departmental policies and procedures. Assist with data collection for FOIA requests and contribute to the maintenance and content development of key documents such as the Employer Guide and Bulletins.

Minimum Requirements
- Bachelor’s degree in education, accounting, math, economics, or related field OR nine (9) years of experience in accounting or auditing position is required in lieu of a degree.
- Four (4) + years of experience in functional area including experience with instructional design, delivery, training facilitation both in-person and virtual.
- Prefer achieved progression to TRS Employer Services Compliance Auditor 3.
- Ability to understand, explain, and apply audit theory during facilitation.
- Must be able to provide training in various settings, whether remote or in-person, which may require travel to various school districts.
- Previous management experience, including leading a team and overseeing departmental functions.
- Sound analytical and organization skills and the ability to communicate effectively with co-workers and the public both verbally and through written correspondence.
- Proven experience as a trainer or in a similar role, with a track record of successful training program development and delivery.
