Prologis is seeking an experienced entitlements and zoning professional to help manage due diligence, public approvals and engage community stakeholders for projects in Prologis’ New Jersey and Pennsylvania markets as the Director, Entitlements. The ideal candidate is task-oriented, customer-focused, and has a track record of successfully partnering with local and internal company stakeholders to manage zoning due diligence and deliver project approvals within anticipated timelines.
The position requires a high degree of energy, enthusiasm, organization, technical competence, team-based attitude and professionalism. The position will reside in one of our New Jersey offices and reports to the VP, Entitlements East Region. Prologis is a hand-on company, and travel will be required to meetings in other offices, jurisdictional meetings and project hearings.
Key responsibilities include:
CRITICAL RESPONSIBILITIES
- Proactively lead and coordinate project-specific jurisdictional due diligence and public entitlements processes to meet internal and external customer requirements and project schedules.
- Proactively engage local stakeholders to effect positive entitlement outcomes for Prologis’ New Jersey and Pennsylvania development pipeline.
- Work with cross-functional, internal teams including Capital Deployment, Development, Government Affairs, Legal and Communications to collaboratively engage in regulatory policy efforts, such as, Legislative and Regulatory reviews, Zoning Text Amendments, Comprehensive Plan Updates, etc.
- Act as the primary Prologis liaison to municipal staff, elected officials, and community stakeholders on selected projects. Facilitate and present at meetings with state and local agencies, including public hearings and community engagements.
CORE RESPONSIBILITIES
- Coordinate, monitor and drive entitlements due diligence and pre-construction process on selected PA & NJ projects, including:
- Partner with the Prologis Capital Deployment and Development teams in evaluating land and building acquisitions and dispositions. Provide technical due diligence to identify risks and assess zoning, land use, legal, environmental, infrastructure, traffic, utilities, earthwork, geotechnical, and construction related issues.
- Oversee consultant teams, legal counsel, the jurisdictional application process, and the overall entitlement strategies for all ranges of project types, including infill redevelopment.
- Successfully navigate jurisdictional planning, design review, DEP, DOT, and other agency permitting to secure project entitlements and permitting that enable the plan check and building construction to commence according to project schedule.
- Lead the creation of community engagement and stakeholder strategies as part of the entitlement effort in collaboration with Government Affairs, Corporate Communications, and Marketing.
- Proactively engage with key influencers, trade associations, local government stakeholders, and others that impact our core development business, in collaboration with government affairs.
- Effectively communicate critical information regarding project status to stakeholders and Supervisor.
- Ability to individually manage multiple tasks and multiple projects in a fast paced and changing environment.
Building blocks for success
- Bachelor’s degree in Urban Planning, Real Estate, Public Policy, Construction Management, Urban Planning, Architecture, or Engineering (Civil or Structural), or a related field of study.
- Minimum of 7 years’ experience working in the field of Entitlements, Development, Engineering, Architecture, Construction Management, or related industry.
- Experience in development, jurisdictional entitlement and permitting processes, contract administration and basic financial principles.
- Experience managing the development and pre-construction process for industrial, infill, data centers, mixed-use, and/or life sciences strongly desired.
- Proven understanding of local NJ and PA zoning/entitlements process.
- Demonstrated experience in NJ and PA state regulatory requirements, including NJ DEP, NJ DOT, PADEP, PennDOT, and other agency approval processes related to land development.
- Demonstrated expertise engaging key governmental stakeholders resulting in successful entitlement outcomes.
- Respected professional with an established network of quality relationships within the NJ and PA regulatory environment.
- Proficient negotiation skills and the ability to be influential and motivating. Ability to develop robust relationships in unfamiliar jurisdictions.
- Proven ability to lead, manage internal and external project teams, customers and stakeholders.
- Self-motivated and ability to multi-task, prioritize and resolve complex issues with minimal direction.
- Positive attitude and willingness to embrace projects with significant Entitlement risks and to help drive solutions-oriented decisions.
- Team-Oriented and willingness to serve as a player-coach and mentor junior members of the team.
- Familiarity with LEED certified industrial projects. Experience with building information modeling (BIM) is desirable but not required.
- Computer proficiency: MS Office (moderate Excel skills), MS Project, Google Earth, BIM360, Bluebeam. Knowledge in AutoCAD, Navisworks, REVIT, Peoplesoft, Smartsheet is a bonus, but not required.
- Excellent written, and verbal communication skills
- Ability to travel up to 25% - 40% of the time.
Hiring Salary Range of: $154,000 - $212,000. Salary and whole compensation package (bonus target & LTI) to be determined by the candidate’s location, education, experience, knowledge, skills, and abilities, as well as internal equity and alignment with market data.
