Job Description And Duties

CalPERS, a $605 billion company, is seeking a talented, energetic leader to become the Division Chief of the Retirement Benefit Services Division (RBSD). This is an incentive eligible position. The incumbent will be eligible for an annual incentive award of up to 15% of salary.
The Retirement and Benefit Services Division (RBSD) provides benefits and information to members, retirees, community property non-members in both the Public Employees’ Retirement System (PERS) and the Judges’ and Legislators’ Retirement System (JLRS), in addition to full administration of all aspects of the JLRS. Services include eligibility for and calculation of retirement benefits and adjustments. Other services provided to retired members include processing the monthly payment roll, managing deductions from monthly benefit payments, making adjustments to benefit payments, conducting the annual tax reporting, collecting overpayments, certification of benefit payment eligibility, death verification, processing reinstatements, and other post-retirement employment issues.
Under the administrative direction of the Deputy Executive Officer (DEO), Customer Services and Support Branch, the RBSD Chief has full responsibility for the administration of RBSD, providing benefits and information to over 2.2 million active members, retirees, survivors, and beneficiaries.
Telework Information: This position is eligible for a hybrid work schedule, with up to two days of remote work and three days or more onsite, per week

STATEMENT OF QUALIFICATIONS (SOQ)
An SOQ is required and serves as the examination for this CEA recruitment and must be included with your application. We ask that you not use Artificial Intelligence assistance when composing your written response. Written responses are an attempt to assess and gain an understanding of your personal writing and communication skills and abilities.
You must provide responses including specific examples and indicate relevant career details for EACH of the qualification factors outlined below. It must not exceed two pages in length, must have 11 point Arial font, and each question must be numbered and answered, listing all relevant experience, education, and training, including places of employment, dates, and duties performed. Failure to follow this format and the Application Instructions may result in disqualification.
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following SOQ factors provide the basis for competitively evaluating each candidate and must address the following:
- Describe your ability and experience in planning, organizing, and directing the work of multi-disciplinary professional and administrative team providing eligibility and calculation of retirement benefits, processing monthly payment roll, conducting annual tax reporting, collecting overpayments, certification of benefit payment eligibility, death verification reinstatements or other post-retirement employment issues.
- Describe your experience working collaboratively with internal and external stakeholders, subject matter experts, and senior leadership to develop regulations, policies, procedures, or processes and the implementation of those regulations, policies, procedures, and processes.
- Describe your demonstrated communication skills and experience presenting sensitive and complex issues and technical requirements, both verbally and in writing, in a way that is understood by a wide range of stakeholders including active and retired members, labor and employer organizations, executive leadership, or a governing board.
