This is a full-time position (40 hours per week) with State Benefits,including health insurance, paid vacation, paid sick time, paid holidays, as well as retirement.The Retirement Benefits Manager oversees multiple program areas within the
Retirement Processing Section. The Section consists of approx. 30 analysts and 3 teams responsible for calculating retirement benefits, retirement benefit estimates, service credit purchases, service credit audits, transfer benefit requests, earnable allowance calculations, and divorce affidavit calculations. Retirement Benefits Manager also applies consistent and compliant policies, procedures, and interpretations of laws governing the Retirement System. In addition, this position recruit's applicants, develops a culture of quality customer service, counsels staff on areas in need of improvement, and evaluates employees' performance against expected deliverables. Job Duties:Participates as a member of the operations management team and collaboratively works with team members on organizational, HR, budgetary and policy issues.
Develops new and modifies existing policies, procedures and guidelines to achieve maximum productivity, quality, customer service and efficiency within the Retirement Processing section.
Participates in and occasionally leads projects and process improvement initiatives.
Determines work assignment priorities in consideration of departmental goals.
Leads talent acquisition processes for the Retirement Processing section.
Plans and coordinates new hire onboarding and initial training.
Collaborates with the Director of Benefits and other departmental leaders in resolving employee relations issues, provides guidance to supervisors in disciplinary processes and participates in the disciplinary process for supervisors and direct reports.
Plans and coordinates training and development for staff based on individual and departmental needs.
Leads the performance management program within the section.
Coordinates and conducts mid and year-end reviews within the Retirement Processing section.
Ensures work priorities, accuracy and completeness of all work processes.
Reviews quality of accuracy and work processes including calculations, retirements, service purchases, service audits, benefits estimates and eligibility.
Tracks trend analytics and metrics.

The North Carolina Retirement Systems provides retirement benefits and savings for more than 950,000 North Carolinians, including teachers, state employees, local governments, firefighters, police officers, and other public workers. - Thorough knowledge of principles and practices of business administration as applied to government programs.
- Experience in human resources management, new hire-onboarding, and coaching supervisors through disciplinary processes.
- Demonstrated ability to initiate and implement administrative programs and procedures, evaluate operations efficiencies and effectiveness, exercise judgment and discretion in establishing, applying and interpreting a wide range of administrative policies and procedures, and establish and maintain effective working relationships with all stakeholders.
- Experience in leadership, communication planning, customer satisfaction, employee engagement and conflict management.
- Proficiency in developing productive and collaborative relationships internally and externally.
- Proven ability to think strategically and creatively, manage multiple priorities and adjusting to changing circumstances.
- Demonstrated ability to organize time efficiently and remain attentive to details.
- Demonstrated ability to interpret instructions in written, oral, diagram or schedule form.
- Proven ability to plan and assess work in a processing environment and lead process improvement initiatives.
Management Preferences- One year of supervisory experience with a group of at least 5 staff members.
- Experience hiring and managing the performance of employees subject to the State Human Resources Act (SHRA)
