The Division of Social Services provides direct services that address issues of poverty, family violence and exploitation. We aim to prevent abuse, neglect, and exploitation of vulnerable citizens, and promote self-reliance and self-sufficiency for individuals and families. The Chief Division Budget Officer is responsible for the management and administration of the Division of Social Services budget, a large, diverse, complex, $2+ billion operation involving numerous federal funding streams.
Responsibilities of this position are as follows:
- Provides fiscal and budgetary support/technical assistance to top management, executive staff to include the Deputy Secretary, Senior Directors and Deputy Directors within the Division (Child Support Services, Child Welfare Services, Adult Protective Services, Economic & Family Services, Contracts, and Performance Management/Reporting), other division staff as well as local departments of Social Services and private contract vendors.
- Compiles and prepares division budgets, annual reports, strategic plans and special project reports.
- Assists top management in the conception and development of policies, procedures, regulations and program planning.
- Resolves problems and questions regarding work procedures, policies and organization, examines organizational structure, especially as related to budget design and cost allocation, funding, management methods and makes recommendations for improvement.
- Communicates department and division goals and mission to peers and subordinates, prioritize projects, jobs and tasks.
- Establishes and maintains work standards, policies, procedures, methods and rules.
- Position directly supervises four professional-level Budget Analysts as well as multiple temp staff.
