Summary
The Senior Community Development Oversight Analyst provides leadership and support for the Board's oversight activities with respect to the community development programs and initiatives at the Federal Reserve Banks. Performs analyses of complex issues related to community development oversight, including the extent to which Reserve Banks meet identified performance criteria established by the Board. Utilizes deep knowledge of community development issues, activities, and best practices. Demonstrates familiarity with organizational development and performance management issues and trends.
Duties And Responsibilities
- Performs sophisticated, in-depth analyses, including recommendations for resolution or further action, of extremely complex situations or issues relating to activities of Reserve Banks working in the Federal Reserve System’s community development function. Integrates and manages all data and information flows related to the Reserve Bank oversight process, including reporting and other inputs from Reserve Banks and a variety of communications from the Board.
- Critically reviews and analyzes Reserve Bank strategic and work plans and other work materials. Produces quarterly and annual reports as well as other communication products highlighting key community development activities and best practices across the Federal Reserve System.
- Coordinates and facilitates all division and Board activities related to community development oversight, including internal meetings, meetings and other contacts with Reserve Bank staff at all levels, and visits to Reserve Banks. Engages in regular, productive contact with staff at all levels in the Division and at the Reserve Banks. Coordinates and manages annual evaluation processes, including collaboration with other sections in the Division and other Board divisions.
- Provides critical analysis and synthesis of Board staff assessments of Reserve Banks’ community development performance. Writes Reserve Bank annual evaluation letters.
- Stays abreast of current community development issues, activities, and trends, both in the field generally and among the Federal Reserve Banks specifically. Also stays abreast of best practices and trends related to organizational development and performance management.
- Devises ways to enhance the effectiveness of the Board's community development oversight activities.
- Participates fully in other division projects and identifies problems or potential problems in activities, processes, procedures, and other programs related to community development oversight.
- Provides memoranda to keep the Board management, division management, and the division’s oversight committee informed on trends and emerging issues in the community development oversight environment.
Position Requirements
Recognizing the needs of underserved people and places, the Community Development (CD) function advances the economic growth and financial stability objectives of the Federal Reserve by informing and improving its research, policy, and action. To support this mission, the CD Oversight Analyst will exercise strong analytic and project management skills to: ensure the successful implementation of the Board’s Community Development Oversight program; assess and recommend further action related to activities across the Federal Reserve System’s community development function; draft reports, memoranda, and other briefing materials to inform Board and Division leadership on trends associated with CD Oversight and the industry more broadly; manage data and communication flows related to CD activity at specific Reserve Banks; identify and implement process improvements related to policies and procedures; analyze market intelligence relevant to persistent and emerging issues that impact consumers and communities; and support multiple projects simultaneously.
Requires a bachelor’s degree in finance, economics, business administration, public policy, urban studies or an equivalent combination of training and work experience. Graduate degree preferred. Requires a minimum of 6 years of work experience; 5 years of specific work experience (FR-27); and a minimum of 8 years work experience; 7 years of specific work experience (FR-28) in community development, and/or experience that demonstrates an ability to: express ideas with high degree of clarity, both verbally and in writing, and tailor messages to various audiences; work independently to meet deadlines, operating without detailed guidance, while also functioning as part of a team; utilize a high degree of sound and mature judgment; analyze and manage complex issues; develop strategic conclusions and recommendations to resolve problems; exercise creativity and take risks appropriately.
Candidates who advance to the interview phase may be required to complete a Board administered writing assessment.
